What is the Major Accident Scenario Document (MASD)?

According to the Draft Regulation on Preventing and Reducing the Effects of Major Industrial Accidents, large accident scenario document is prepared or prepared by the operator of upper and lower level organizations in order to determine the risks of major industrial accidents and to evaluate the risks arising from these hazards. In the Regulation, Major Accident Scenario Document (MASD) is defined as the document prepared to determine the hazards of major industrial accidents and to evaluate the risks arising from these hazards.

How to Prepare a Major Accident Scenario Document (MASD)?

Major accident scenario document (MASD), after the identification and classification of hazardous substances in accordance with article 5 of Draft Regulation on Prevention and Reduction of Effects of Major Industrial Accidents (BIPP), has been approved by national or international standards and generally accepted scientific literature. One or more of the methods mentioned above are prepared by using the following steps in accordance with the criteria specified in the communiqué concerning the major accident scenario document to be issued within the scope of the related regulation:

a) Identification of dangerous equipment.
b) Identification of internal hazards through identified hazardous equipment.
c) Identification of external hazards that may arise from outside the organization that may affect hazardous equipment.
ç) Creation of major accident scenarios on hazardous equipment and methods that can produce results that are suitable for comparison with the major industrial accident frequency value stated in Article 9 of the Regulation.

What Does the Major Accident Scenario Document Cover?

MASD is a document in which all the works carried out by the organizations in the determination of major accident scenarios will be transferred systematically. The methods of determination of scenarios, national and / or internationally accepted techniques, selection methods of probability and frequency values used, reaching the target frequency value specified in the regulation, evaluation of active and passive barriers, investment planning, functional safety calculations, verification and validation.
