The identification of process hazards can be carried out using qualitative techniques such as the <strong>HAZOP<\/strong> Study. However, when it comes to planning the investments, numerical equivalents of the <em><strong>safety instrumented function<\/strong><\/em> <em><strong>(SIF)<\/strong><\/em> created using hazard determination tools should be determined.<br \/>\nAt this point, <a href=\"http:\/\/www.iec.ch\/functionalsafety\/\">IEC 61508<\/a> and <a href=\"https:\/\/webstore.iec.ch\/publication\/24241\">IEC 61511<\/a> standards allow us to determine the level of safety integrity within <strong>Functional Safety<\/strong>.[\/vc_column_text][vc_empty_space empty_h=&#8221;2&#8243;][vc_custom_heading text_size=&#8221;h3&#8243; text_weight=&#8221;600&#8243;]<\/p>\n<h3>How can I determine the SIL level of my system with the required safety instrument?<\/h3>\n<p>[\/vc_custom_heading][vc_column_text]According to IEC 61508: part 5 and IEC 61511: part 3, the <strong>SIL<\/strong> requirement can be determined using the following methods.<\/p>\n<ul>\n<li><a href=\"https:\/\/sozluk.proscon.com.tr\/glossary\/as-low-as-reasonably-practicable\/\">ALARP<\/a> Method<\/li>\n<li>Risk Graph Method<\/li>\n<li>Risk Matrix Method<\/li>\n<li><em><a href=\"https:\/\/sozluk.proscon.com.tr\/glossary\/fault-tree-analysis\/\"><strong>Fault Tree Analysis<\/strong><\/a><\/em>\u2013 <em><strong>FTA<\/strong><\/em><\/li>\n<li><strong>Layers of Protection Analysis<\/strong> (<strong>LOPA<\/strong>)<\/li>\n<\/ul>\n<p>The most recommended and most applicable method by experts in Process Safety projects is the <em><strong><u>Layers of Protection Analysis<\/u><\/strong><\/em> (<strong>LOPA<\/strong>) approach. Approach Feeding on hazard detection techniques such as HAZOP Study, it helps us to determine the <strong><a href=\"https:\/\/sozluk.proscon.com.tr\/glossary\/safety-integrity-level\/\">safety integrity level<\/a> (SIL)<\/strong> required in the current operation for high risk scenarios.<\/p>\n<p>The <em><strong>LOPA<\/strong><\/em> approach was developed in the late 1990s by the Center for Chemical Process Safety (CCPS) and published its first book in 2001. It is generally known as risk estimation method.<\/p>\n<p>The CCPS Center for Chemical Process Safety has published three books for the <em><strong>LOPA<\/strong><\/em> approach;<\/p>\n<ol>\n<li><a href=\"https:\/\/www.aiche.org\/ccps\/publications\/books\/layer-protection-analysis-simplified-process-risk-assessment\">Layer of Protection Analysis: Simplified Process Risk Assessment, 2001<\/a><\/li>\n<li><a href=\"https:\/\/www.aiche.org\/ccps\/resources\/publications\/books\/guidelines-enabling-conditions-and-conditional-modifiers-layers-protection-analysis\">Guidelines for Enabling Conditions and Conditional Modifiers in Layers of Protection Analysis, 2013<\/a><\/li>\n<li><a href=\"https:\/\/www.aiche.org\/ccps\/resources\/publications\/books\/guidelines-initiating-events-and-independent-protection-layers-layer-protection-analysis\">Guidelines for Initiating Events and Independent Protection Analysis, 2015<\/a><\/li>\n<\/ol>\n<p>[\/vc_column_text][vc_empty_space empty_h=&#8221;2&#8243;][vc_custom_heading text_size=&#8221;h3&#8243; text_weight=&#8221;600&#8243;]<\/p>\n<h3>Safe, How Safe?<\/h3>\n<p>[\/vc_custom_heading][vc_empty_space empty_h=&#8221;2&#8243;][vc_column_text]For the scenarios identified in the <strong>LOPA<\/strong> approach, the following questions are sought: <strong><em>Safe, how safe?<\/em><\/strong> In order to realize the scenario, the adequacy of preventive and limiting barriers such as basic process control system, alarm and operator intervention, pressure relief systems, fire and gas detection systems are analyzed.[\/vc_column_text][vc_empty_space empty_h=&#8221;1&#8243;][vc_single_image media=&#8221;92288&#8243; caption=&#8221;yes&#8221; media_width_percent=&#8221;100&#8243; uncode_shortcode_id=&#8221;744050&#8243;][vc_empty_space empty_h=&#8221;1&#8243;][vc_column_text]Each scenario to be analyzed in the <strong>LOPA<\/strong> approach is completed with a difference analysis performed according to the target values \u200b\u200bdetermined in the country legislation or enterprise management systems. <a href=\"http:\/\/www.mevzuat.gov.tr\/Metin.Aspx?MevzuatKod=7.5.19193&amp;MevzuatIliski=0&amp;sourceXmlSearch\">The Regulation on Prevention and Mitigation of Major Industrial Accidents<\/a> in Turkey has set the target value (<strong><em>ALARP<\/em><\/strong>) as 1 * 10-4 \/ year.[\/vc_column_text][vc_empty_space empty_h=&#8221;2&#8243;][vc_column_text]With the <strong>LOPA approach<\/strong>, we determine the need for the <em><strong>Safety Integrity Limit (SIL)<\/strong><\/em> of the <em><strong>Safety Instrumented Function (SIF)<\/strong><\/em>.[\/vc_column_text][vc_empty_space empty_h=&#8221;2&#8243;][vc_single_image media=&#8221;92290&#8243; media_width_percent=&#8221;100&#8243; uncode_shortcode_id=&#8221;209823&#8243;][vc_custom_heading text_size=&#8221;h3&#8243; text_weight=&#8221;600&#8243;]<\/p>\n<h3>Advantages of LOPA Approach<\/h3>\n<p>[\/vc_custom_heading][vc_empty_space empty_h=&#8221;2&#8243;][vc_column_text]<\/p>\n<ul>\n<li><strong><u>Layer of protection analysis<\/u><\/strong> provides rational, semi-quantitative and risk-based answers to detailed questions.<\/li>\n<li><strong>Layer of protection analysis<\/strong> is not based on interpretation, it provides accurate results with reference numerical values.<\/li>\n<li>Layer of protection analysis is a highly consistent approach when operated in a systematic manner specified within the <a href=\"http:\/\/www.proscon.com.tr\/proses-guvenlik-yonetimi\/\"><strong>Process Safety Management System<\/strong><\/a>.<\/li>\n<li>As in the <a href=\"http:\/\/www.proscon.com.tr\/en\/hazard-and-operability-analysis-hazop\/\">HAZOP<\/a> study, a well-established team has a positive impact on the safety culture of the organization<\/li>\n<\/ul>\n<p>[\/vc_column_text][vc_empty_space empty_h=&#8221;2&#8243;][vc_custom_heading text_size=&#8221;h3&#8243; text_weight=&#8221;600&#8243;]<\/p>\n<h3>Terms to Know in LOPA Approach<\/h3>\n<p>[\/vc_custom_heading][vc_column_text]<\/p>\n<ol>\n<li><strong><u>Initiating Event<\/u><u>:<\/u><\/strong> The event that leads the scenario to an unwanted result.<\/li>\n<li><strong>Barrier \u2013 Safe Guard:<\/strong> will prevent or mitigate the sequence of initiating events and subsequent events; a device, system, or action.<\/li>\n<li><strong>BPCS:<\/strong> Responds to input signals from the process and \/ or operator intervention, generates output signals, and ensures that the process operates as desired. The Basic Process Control System (BPCS) automatically regulates the process within normal production limits; sensors, logical resolver and final control elements. The performance of the individual protection layer is not affected by the initiating event and the failures of other protection layers. The effect and independence of the independent protection layer must be controllable.<\/li>\n<li><strong>SIL:<\/strong> Defines the performance criterion of the safety-instrument function (SIF) and the probability of failure of the safety-instrument function (SIF), which fails to fulfill its function on request.<\/li>\n<li><strong>SIF:<\/strong> A combination of sensors, logical analyzers and
